The only difference in these two scenarios is the idiology between the symbols. It's not constitutional for the law to discriminate between idiologies so therefore this would be legal in your sense. Also, the entire point to the whole debate over this is that the owners of the land did not give consent.

@TheMoriMaster - Actually, in the USA, you can put flyers on the doors of homes all day if you so wish (I once did it while working for a pizza place) The only ones that you have to avoid are the ones that state "No Trespassing" or "No Soliciting" or "No Handbills" or "No distribution of literature". Here's my solution: Consult with the bank manager for approval, and offer to remove any flags that become broken/torn. I'm sure many of the customers would love to see a display of patriotism.
